(16) To set various technical training centers in order to
build up the educated unemployed youths as self-reliance, to make show-room
of the handicraft, various kinds of training center and academy.

|
: Rules or admission membership
|
: 1) Any citizen of Bangladesh below 18 (eighteen) years if
keep believe in the ideal, purposes and programs of the organization he will gain efficiency to be a member.
|
2) Any person of sound mind and serviceable attitude can
apply to be the primary member of the organization. But he must be the
citizen of Bangladesh by birth.

3) The applicant will apply to General Secretary/Executive Director. But
if the application is accepted by the Executive Director the said person will
be regarded as the general member of the organization.
|
||
4) If the application of the applicant is accepted he will
gain primary membership of the organization depositing admission fee
amounting Tk.10,000/- (ten thousand taka only) and will pay Tk.2,000 (two
thousand taka) that will be paid in
every month and year.

Section-6
|
: Classification of member
|
: (a) General Council member:
The primary members will be regarded as the general
member.
(b) Executive membership:
The members selected by the general members will be
regarded as the members of the Executive Council. Without the post of General
Secretary/Executive Director.
(c) Permanent member/Establishing member:
During the establishment of the organization the entrepreneur
Executive Director/General Secretary will be regarded as the establishing
member/permanent general secretary executive director of the said
organization.

(d) Life time member:
If any person/organization pay at a time in cash Tk.20,000
(twenty thousand taka only) in that
case he will gain life time member of the organization. The life member will
not have voting right and he never can contest in any election of the
organization. The life time members will deserve of special honor from the organization.

(e) Donor member:
If any person/organization donate at a time in cash
Tk.50,000/- (fifty thousand taka only) or any movable/immovable goods of
equal worth value in that case he will be regarded as the donor member. The
donor members will not have voting right and he never can contest in any
election of the organization. But he can take part in various important
activities advising, suggestion/conducting election etc.

Section-7
|
: Cancellation of membership
|
: (a) The members responsible for subversive activities of
the said organization after evidences the Executive Director/General
Secretary can expel them.
(b) If any member do any activities against the purpose,
aims and interest of the organization in that case his membership will be
cancelled.
(c) If the specific subscription of the organization if not paid regularly in that case his
membership will be cancelled.
(d) In case remain absence from three consecutive meeting
in that case his membership will be cancelled.
(e) In case of unsound mind or convicted by the court in
that case his membership will be cancelled.
(f) In case of the death of any member or withdraw
membership willingly in that case his membership will be cancelled.
(g) Whichever happened above in the matter of cancellation
of any membership the decision of the Executive Director will be regarded as
cancel.

: Reinstating membership
|
: Without sub-clause (e) and
(f) of the section 7 (seven) in case the membership is cancelled for any
other cause he can apply for getting
back membership. As per the approval of the Executive Director after paying
the current dues of the member
depositing amounting Tk.500/- (five hundred taka only) as membership
fee he can get membership again.

: Membership right
|
: Without the life time member
and donor member Executive Director/General Secretary post
within the rest 7 (seven) posts 6 posts is suitable for selection. The
post of the Executive Director will be instated for the life time. The post
of the Executive Director is permanent.

: Kinds of Council
|
: This organization will have three organizing council.
(1) General Council
(2) Executive Council
(3) Advising Council

|
: Without the life time or donate member of the organization
General Council will be formed with other members. The meeting of will be
held at lest once in year. The General Council will made report about the
annual planning, programs, accounts of annual income and expenses. The number
of members of this council will be at least 21 (twenty one) there will be no
above number.

(2) Executive Council
with rest 4 posts
|
: Ins the consent of the majority number of member of the
General Council will be formed without the Executive Director by the secrete
ballot or on the basis of nomination/agreement. Year will be counted from 1 January to 31 December.
Proxy vote can be regarded. This Council will be made of 7 (seven) persons.

The Executive Council will execute and control all of the

Advising Council will give good suggestion for the smooth run of the
organization. The Executive Director of the Council by ex-officio will be
regarded as the member of the Advising Council. The term of this Council will
be 2 (two) years.

: Liability, responsibility and right of the membership
|
: (1) Member of the General Council: The general members will
take part in general meeting. Remain presence in the meeting by imposing
voting right without only the Executive Director all of the posts of the Executive Committee is
suitable for election member and advising council will do election. The
General Council will consider all criticism and proposal and if necessary will
submit at general meeting. They can alter, change and correct any activities
of the organization.

(2) Executive Director: The Executive Director will
execute and supervise all of the activities of the organization.

(3) Advising Council Member: The members of the Advising Council
members can give suggestion in case of policy determination of the
organization in taking plan. If necessary the Executive Director will call on
suggestion to the Advising Council.

Section -12
|
: Duty/responsibilities and rights of Executive Director
officers
|
: (1) Chairman:
(a) He will preside over at all
of the meetings. The General Secretary will call on the meeting. In case any question
arises at the meeting and in case of equal number of voting he will settle
that by giving casting vote by dint of his own power. If necessary he can postpone
the meeting. But the matter have to be settled calling on the postponing
meeting within 7 (seven) days.

: General Secretary:
(a) He is the Chief Executive
of the organization. By ex-officio he will maintain his duty as the Executive
Director. He will make out the programs of the meeting and will call on all
of the meeting of the organization. He will write the proceedings of all of
the meetings and will be liable for keeping and completing the deeds,
accounts of the organization smoothly. He will transact all of the contact
and letters of the organization. The General Secretary will supervise the
administrative and the official activities and will give suggestion. No bill
will be passed without the signature of the General Secretary.

(b) In facing any kinds of
state of emergency the General Secretary will deserve the power of completing
any activities in discussing with the chairman on emergency basis.

(c) For increasing the income
and expense of the organization the General Secretary will try all of the
time. He will take necessary step for
getting the financial cooperation from various government, semi-government
and autonomous and international organizations.

(d) The General Secretary will submit the activities and
the entire report of the accounts of income and expenses including the future work policy of the
organization at annual General Meeting and will make approval. Audit of
income and expense of the organization will be made by the audit farm approved by
the government or the registration authority.

(e) As per the decision of the Executive Council the
General Secretary will maintain all of the duties about the appointment,
transfer, fire, dismissal and suspension etc of the officers and employees or
will give its duty to any one.
|
||
(f) For the proper administrative management making the
regulations of the service and other manual as per law will execute
employee/officer.
|
||
(g) As per the specific condition he will deserve the right of full power of
the changing of any kind of organizational post.
|
||
(h) The General Secretary deserve the right to dismiss any
member of any organization at any time, for that he not needed permission
from anyone.

|
(i) In the necessary of the work of office The Executive
Director breaking the Executive Board can constitute board of comprising
three members. Subsequently can form new Executive Board within 30 days.
Accountability will have to made to Executive members and General members

7 (seven) days if the matter is not
informed to the Executive Director within the said 7 (seven) days the
Executive Director can settle the matter within 7 (seven) days with the
members.

(3) Finance Secretary:
He will make the accounts of
income and expense of the organization and will keep the voucher properly jointly
with General Secretary. He will make the voucher of all of the income and
expense of the organization and will make approval signature of the General
Secretary and keeping the accounts of all of the income and expense of the
project will hand over to the General Secretary. If wish the General
Secretary can dismiss him from this work.

(4) Member Secretary:
In the absence of the Chairman by the consent of the most of the members any
Chairman will maintain its duty. The Member Secretaries will be liable to
maintain the duty imposed by the General Secretary.

: Election Commission
|
: For conducting the Election Commission comprising of one member
will be form who are not Life Time member/donor member /member of the organization.
He will start the election activities before 30 days of ending the current
committee. In dual annual General Meeting without the new Executive Director the
Executive Committee will be formed and in that very day the old committee
will hand over the duty to the newly formed committee.

: Letter of calling meeting
|
: (1) General Meeting: To be held in 15 (fifteen) days
notice at least 1 (one) time.
(2) Executive Council Meeting: To be held in 7 (seven)
days notice one time in 6 (six) month.
(3) Requisition Meeting: In the interest of the
organization if the Chairman/General Secretary call on any Requisition
Meeting will be held in the presence of the most of the members. But the
decision of the requisition meeting will be effective by the discussion or
decision with the registering authority.

: Financial mismanagement
|
: The Executive Director/General Secretary to whom think
fit accompanying two persons financial transaction of the bank will be made
in the signature of two persons among which signature of the General
Secretary is must. But the accounts of all of the foreign grants gotten by
the organization will be run by only an account by any schedule bank. For the
expense of the organization the General Secretary can keep up to at a time
Tk.1,00,000/- (one lac taka only) and
for the additional account it have to adjust by voucher in the next time. If
the activities of the organization if scattered in various areas/units for
the facilitate of the activities bank
account can be opened in project area. The General Secretary will transact of
the bank in joint signature with unit chief. Or someone will deliver duty.
Audit activities will be executed by the audit farm enlisted audit farm of
the bureau of NGO.

Former amendment as per the decision of the Executive
